
Only the Education Minister and the Director-General of the Ghana Education Service (GES) had access to and passwords to approve protocol placement into Category A senior high schools.
This was supposed to prevent fraud, but according to The Fourth Estate’s investigations, placement into such schools was done through a network of intermediaries that included cleaners and security guards.
It also discovered that two state security agencies abruptly halted an investigation requested by the Director-General of GES into allegations of corruption in the placement system.
